GPSU Salary Increase Proposals 2016, 2017, 2018

Proposals:

Proposals by the Guyana public Service Union for increases in salaries and other benefits payable to every person employed in the public service of Guyana and to the minimum and maximum amount of every band of Salaries in the Public Service. The proposals set out herein are to take effect from January 1, 2016.

 

  1. Salary Increases

Year 1 of 3 (January to December 2016)

  • Effective January 1, 2016, a flat increase of seven thousand five hundred dollars ($7,500) per month added to the salary at December 31, 2015 of each person employed in the public service as well as to the amount payable at the minimum and maximum of each of bands 1 – 14 of the Schedule of Salary in the Public Service;
  • A 25% increase across the board to the salary of each person employed in the public Service as well as to the amount payable at the minimum and maximum of each of bands 1 – 14 of the Schedule of Salary in the Public Service.

Year 2 of 3 (January 1 to December 2017)

  • A flat increase of seven thousand dollars ($7,000) per month added to the salary at December 31, 2016 of each person employed in the Public Service as well as to the amount payable at the minimum and maximum of each of bands 1 – 14 of the Schedule of Salary in the public Service.
  • A 20% increase across the board to the salary of each person employed in the public Service as well as to the amount payable at the minimum and maximum of each of bands 1 – 14 of the Schedule of Salary in the Public Service.

Year 3 of 3 (January to December 2018)

  • A flat increase of nine thousand dollars ($9,000) per month added to the salary at December 31, 2017 of each person employed in the Public Service as well as to the amount payable at the minimum and maximum of each of bands 1 – 14 of the Schedule of Salary in the public Service.
  • A 20% increase across the board to the salary of each person employed in the public Service as well as to the amount payable at the minimum and maximum of each of bands 1 – 14 of the Schedule of Salary in the Public Service.

In respect of each of years 1 – 3, there shall be an additional increase to cover the inflation as determined by the Bureau of Statistics.

  1. Debunching

It is opined that the Debunching exercise should start immediately i.e. in 2016 at the conclusion of the wages and salaries discussion. It is proposed that the following format be instituted:

  • After the first three (3) years of service one (1) increment
  • For every additional two (2) years of service one (1) increment
  1. Allowances

Agreement was reached with the Minister of Finance, Hon. Winston Jordan, M.P since 2015 to commence the review of allowances paid to public servants. This was also expressed in his Presentation of 2015 National Budget in Parliament. There has been an inordinate delay in addressing this matter. Execution of same should commence from a current date (in 2016).
